On 29 April 2024, Frederick Chan and Dexter Leung delivered a lecture in Putonghua on the recognition and enforcement of Mainland civil judgments in Hong Kong before judges of the Shenzhen Qianhai Cooperation Zone People’s Court as part of a training series on the common law (深圳前海合作區人民法院普通法系列培訓) organised by the Centre for Basic Laws of Hong Kong and Macao of Shenzhen University (深圳大學港澳基本法研究中心).

The talk and Q&A session covered the new legislation (Mainland Judgments in Civil and Commercial Matters (Reciprocal Enforcement) Ordinance, Cap. 645) which came into force on 29 January 2024, related procedural rules, the Mainland Judgments (Reciprocal Enforcement) Ordinance, Cap. 597 (which continues to apply to some cases involving contracts pre-dating 29 January 2024) and related case-law.

Frederick is an experienced counsel and arbitrator with a focus on commercial litigation and arbitration with a cross-border element / relating to Mainland China. He can conduct cases in English, Cantonese and Putonghua. He passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination in 2021 and is a qualified GBA lawyer. He currently chairs the Mainland Affairs Committee of Parkside Chambers.

Dexter has a wide-ranging practice and has experience conducting commercial litigation and arbitration with a cross-border element / relating to Mainland China. He is capable of conducting cases in English, Cantonese and Putonghua. He is a member of the Mainland Affairs Committee of Parkside Chambers.
